Since declaring its independence, the US had been concentrating on its neighboring continent Latin America, paying the efforts to guarantee a southern strategic depth. The US succeeded to establish a largely unchallenged geopolitical, economic, and social influence in Latin America.

On the other hand, since the collapse of the Soviet Union in 1991 till the start of so-called “The Arab spring” in 2011 in the Middle East, the regional power dynamics of the Middle East were relatively stable, and US was the sole and dominant external power. Today, a combination of the upheavals, revolutions, and civil wars in the region, U.S. war fatigue and the return of major power competition have dramatically transformed the geopolitics of the Middle East.
Same existence and influence of the US have increased in Asia specially in South China Sea and the Pacific, the issue that panicked PRC in its region.

However, in an increasingly multipolar world specially during the last decade, Russia and China have emerged to fill the vacuum left by diminished US engagement in Latin America, the Middle East & Africa and in Asia. Each with different interests, these two foreign actors exploit a growing, widespread disillusionment towards the US. This regional disillusionment coupled with endemic corruption, violence, and erosion of the rule of law marks the conditions under which the extra-regional actors are engaging several countries in the world. The two actors (Russia and China) have made significant gains and suffered important setbacks as they move aggressively to position themselves as alternatives to traditional US hegemony in different regions. Their success has not been total, nor has it gone completely unchallenged. However, their efforts are a new constant in the Western Hemisphere, as the US increasingly pursues an agenda that is sharply divorced from the once-shared interests of the majority of the region’s governments.

These three superpowers (US, Russia and China) strongly try to contribute to the formulation of the international resolution for the world shaping a big rivalry that led to new security dynamics. The US enjoys several international allies specially with other western superpower states, in the time that Russia and China – each of them – has to work relatively away from other superpowers.

This may foresee more instability in the world including Latin America; the reason is the current lack of management of influence occurred as a result of the increasing and complicated increasing rivalry between the US, Russia and China using unbalanced powers.
